Install Pylance prompt shows up when starting codespaces

When creating codespace on vscode-python repo, Python extension is automatically installed, but not Pylance (for reasons beyond our control). Due to this the following prompt shows up:

We could solve this in a couple of ways:

• Ensure install pylance prompt does not show up when starting codespaces #19495
• Work with internal VSCode team to see if Pylance can also be installed with the Python extension: So it turns out it was likely due to some old synced data on cloud from my previous machines which only had Python, and toggling settings sync on and off removed it.
