Set up watchman with vanilla Git repos #291
Description
The ConfigStep sets some suggested Git config values, but it does not set up the Watchman integration with fsmonitor.
By converting the Watchman/fsmonitor setup from the CloneVerb into the ConfigStep, we can get the benefit of fsmonitor on vanilla Git repos (when Watchman is installed).
