The link hasn't changed, and should work now.

It must have been failing because my homeserver (miscworks.net) was down due to a power outage in my area (which lasted 24h!), and AIUI, joining a room via its alias requires its owning homeserver to be running (i.e. #alias:example.com requires example.com to be up).

In any case, to take better advantage of Matrix's decentralization, I've added a matrix.org alias as a backup: #matrix-appservice-kakaotalk:matrix.org
