[Offload] Flaky test `dynamic_module` on AMDGPU Buildbot

Since #92788 landed, it appears that the test offload/test/offloading/dynamic_module.c shows a lot of flakiness.

I have been able to get it to fail locally a few times, but not reliably enough to actually take a look at it.

I will mark the test UNSUPPORTED while investigating to get the buildbots back into a more useful state.
