Extended Description

Merge r355038 back to the 8.0 branch. Default to Secure PLT on PPC for NetBSD and OpenBSD. This matches the default settings of clang.

Yes, Clang had Secure PLT support enabled for 8. I missed the relevant bit of code in the LLVM PowerPC backend. OpenBSD does not support BSS PLT only Secure PLT.
