I would like to propose backporting #111282 (which fixes #109367) to the 19.x branch.
This is a clang-tidy regression in llvm-19 which is causing fairly widely reported clangd crashes (example reports: #109037, #109367, clangd/clangd#2173, clangd/clangd#2151).
