e.g.

.button {
  color: black;
  &:hover {
    color: white;
  }
}
.submit {
   &:extend(.button);
   &:hover:extend(.button:hover) {}
}

fails but this (incorrectly) passes

.button {
  color: black;
  &:hover {
    color: white;
  }
}
.submit {
   &:extend(.button);
   :hover:extend(.button:hover) {}
}
