Report discovery errors for ineffectual lifecycle methods

Overview

Declaring Before/AfterParameterizedClassInvocation in regular test
classes not annotated with ParameterizedClass now causes a discovery
issue with severity ERROR to be reported.

• There are no TODOs left in the code
• Method preconditions are checked and documented in the method's Javadoc
• Coding conventions (e.g. for logging) have been followed
