I want to create a custom_lint for checking unused public classes

I see that custom_lint can only visit code within the scope of each file. That means we can easily create a lint rule to check for unused private classes by using addClassDeclaration but it is difficult to check unused public classes. Is there a way to visit the entire source code?. I plan to do this:

context.registry.addClassDeclaration((node) {
    // visit the entire source code to check if it has references. 
});
