Hello,
I want to do the proposal to introduce the filtering for repo to index. For example we can think to introduce the new parameter "PROJECT_NAME_FILTER = projectName1;projectName2;projectName3" inside app.ini, in the section [indexer], to tell gitea which repo we want to index.

What do you think?

I think it should be repository setting

I think both these criteria can be met if we use a pattern in the repo metadata, similar to .gitignore or .gitattributes. See my comment on #4831.
