Description

When viewing the list of issues in a repository, selecting the "no assignee" filter still shows all of the issues in the repository including ones that have been assigned to somebody. This makes it very difficult to find issues where an assignee has not been set.

I have found a previous issue #31520 which may or may not be the same - that one is marked as fixed in 1.22 but the problem still happens in my 1.22.1 docker installation.

I've realised it is fixed in 1.22.2 and we were on 1.22.1 - upgrading solved the issue.
