[self-hosted][0.7.0]: registry looses all cached images on updates

Describe the bug

When the Pod of the builtin registry restarts for whatever reason all cached workspace images are gone because they are stored in an EmptyDir.

Possible solutions:

• point out more clearly that this for try-and-forget only
• use an PVC
