[empty] increase commit distance for release/6.0.1xx-preview10

Since we don't have anything to cherry-pick right now, an empty commit
will make the next build:

    31.0.101-preview.10.55

While main will be:

    31.0.101-preview.11.55

31.0.101-preview.10.54 was already built on main.
