Are we addressing relative vs. package import issues?

There are an increasing number of issues being filed, all tracked separately:

• Package imports and relative imports don't resolve to the same type anymore #33887
• Import Method causing types to mismatch #33149
• Static Object variable values getting lost / reinitialized #32922
• Library-private final fields get different instances depending on how the library was imported #32601
• Import path's affect class definitions? #31230
• Recognize file entry-points that should be accessed as package URIs #33076

If the answer is no, and this is a tools issue (?), can we make that official?
