Introduced in #1515, dartdoc if built from the SDK can not find a file.

$ dartdoc --sdk-docs --output /tmp/built-in-sdk
fatal error: unable to locate footer-text file: /usr/local/google/home/jcollins/dart/all_sdks/sdk.x64.20171207-125127/bin/snapshots/resources/dartdoc/src/sdk_footer_text.html.
