Please add support for Golang 1.21 to the next aws/codebuild/standard image.

Golang 1.21 has been released on 2023-08-08, see https://go.dev/doc/devel/release#go1.21.0

CodeBuild released Golang 1.21 in the AL:5.0 image and Ubuntu 7.0 (#689).
