Docs: Change China Region ARN to Correct One

What were you searching in the docs?

The ARN of this Lambda layer is wrong for China region, and this is very confusing in our internal. We will create a PR to fix this issue.
Current: arn:aws-aws-cn:lambda:cn-north-1:498634801083:layer:AWSLambdaPowertoolsTypeScriptV2:41

Correct: arn:aws-cn:lambda:cn-north-1:498634801083:layer:AWSLambdaPowertoolsTypeScriptV2:41

How can we improve?

Change the ARN to correct ones.
Current the partion uses aws-aws-cn, which is not correct, should be aws-cn.
