We have had several issues opened in the VSCode repo in regards to how to configure VSCode (and other PowerShell editors) so that certain UTF-8 characters display properly.

We should add these instructions to our Getting Started with PowerShell in VSCode documentation.

From the last issue that opened for this, it looks like our current recommendation didn't work properly: PowerShell/vscode-powershell#1680 (comment)

So we will need to do some investigation there I'm thinking.
