numeric literals in bases 2 through 10: 1010110_2

This came up some time and would be a great way to write numeric literals in any base. Means there are two ways to write hex literals, but that's ok.

That syntax only works up to base 10, since 2a_11 would be a multiplication.

Good point. Well, we could allow it for up to base 10 and keep 0x syntax for hex. Bases 11 through 15 get left out in the cold as well as 17 through 36.

Interesting: user-defined literals in C++11:

That is interesting. Of questionable/unclear value to me, but maybe I'm just not getting it. I guess it's similar to some of the possibilities of our numeric literal juxtaposition, but can do far more different and potentially unexpected things, which isn't always good. But that is the C++ way.

For what it's worth, I no longer support this issue. I don't really see the point. Seems like a needless complication to me.
