Remove Unused Test File

Description

The tests/py/dynamo/runtime/gen_hw_compat.py file and its generated model is not used anywhere in the repo.

This file is still used for internal testing, just not on GH CI

All the TS stuff will get removed when TS is removed in PyTorch 2.14 so dont really want to shuffle stuff around rn
