feat: experimental flag to localize status field

This PR introduces a new configuration option: versions.drafts.localizeStatus: boolean.

When enabled (only applicable when drafts is enabled), the status of documents becomes localized, allowing each locale to track and manage its own publication status independently.

Key Changes

• Added versions.drafts.localizeStatus config option. When enabled:

  • Status values are per-locale, not global.
  • You can unpublish individual locales even when other locales remain published.
  • Collection list views now show the status for the currently active locale.
  • Document view shows the status of the current locale.
  • Versions list reflects the current locale’s status rather than the overall latest status.
