SRE-2736 test: propagate Allow-unstable-test to CI_ALLOW_UNSTABLE_TEST (#455)

Propagate the value of the Allow-unstable-test commit pragma to
CI_ALLOW_UNSTABLE_TEST parameter of package downstream build.
